Signature: MoveStep(stepToBeMoved, insertAtStep)

Parameters:

• stepToBeMoved (Tag) – The tag of the step being moved
• insertAtStep (Tag) – The step to be inserted before. Maybe null in which case the step is moved to the end of the sequence
