For MIL98 bend reports, the mil-d-9898 spec is followed.
All values are absolute, they are cumulative.

C - The distance before the bend, from the start of the cable
to the beginning point of the bend.
F - The radius of the bend.
E - The turn angle, this is the angle about the y axis, relative
to initial position (cumulation of the B value in YBC).
G - The bend angle. (The C value in YBC).
Y - The Y value from the YBC format.
